Oregon decriminalizes carrying small amounts of hard drugs, a first in the U.S.

Oregon will no longer arrest someone for carrying small amounts of heroin, methamphetamine, LSD, or oxycodone. Those found in possession will face a $100 fine or a health assessment that could lead to addiction counseling. KGW Portland reporter Katherine Cook has the story.
